Inchoate

From Latin incohātus (begun, unfinished), perfect passive participle of incohō (begin).

"An initial or early stage; incipient. Imperfectly formed or developed."

In Law, an inchoate offense is the crime of preparing for or seeking to commit another crime. The most common example of an inchoate offense is conspiracy.

Her ideas on politics were a bit inchoate; she seemed to have knee jerk reactions instead of reasoned views.
